Board Member Lincoln introduced Policy 1301, a new board meeting policy that defines scope, procedures and measures of effectiveness and that requires annual review and a statement of outcomes so the public can hold the board accountable.
Lincoln described provisions including use of Robert’s Rules, electronic participation, streaming/posting of video and a procedure to allow up to 10 public speakers at each meeting (with written comment accepted afterward). "We've got the policy and the statement, and then we have definitions..." Lincoln said, explaining the policy's structure and review timeline.
Board Member Strong moved to adopt the policy and Board Member King seconded; the motion passed by unanimous voice vote. Board members discussed allowing flexibility in public-comment limits for large turnouts and emphasized transparency and accountability.
