At its meeting the Town Council approved several routine and quasi-judicial items: a special-exception to open a sit-down vegan restaurant, a budget-transfer resolution and a first-reading budget housekeeping ordinance scheduled for public hearing.
Special exception for 'Breathing Vegan': Planning staff presented the petition from Donna Webster to convert the former Subway building at 7187 Tap Street into a plant-based restaurant. The hearing record described indoor seating for 48 patrons, employment of four staff members, and proposed hours of operation (weekdays about 11 a.m.–9 p.m., Saturdays about noon–10 p.m.; closed Sundays and Mondays). Webster, who operates a food truck, said she sources many items from local farmers markets and plans community programs to teach plant-based cooking. Council members asked about sourcing and food-truck operations; no remonstrators appeared. The council voted in favor of the special-exception (roll-call recorded seven in favor).
Budget transfer and first reading: The council approved Resolution 25-45, a transfer of appropriation balances that reallocated $56,000 among major budget classifications (net effect $0) into the general health/life account; the motion carried by voice vote. At first reading the council also introduced Ordinance 25-35 to restore and appropriate undesignated cash for several departments; Town Manager Michael Griffin said the ordinance will proceed to a public hearing and second reading at the Dec. 9 meeting after legal notice and town-attorney review.
No appeals or remonstrations were recorded for the restaurant petition at the hearing; the applicant was encouraged by council members and residents to bring samples after the meeting, and council members expressed intent to patronize the new business once open.
