A volunteer preservationist presented plans to restore the Market House dungeons and asked the borough to consider ways to support the effort.
Rick Fisher told council he has worked on the dungeons for about a year, enumerated three flooring estimates (two at $13,000 and one between $13,000 and $14,000), and said one contractor estimated $1,960 per cell. He reported the historical society currently holds about $2,300 earmarked for flooring and said completing one cell would help attract donations to complete additional cells. Fisher also displayed artifacts and described a proposed "jail bail" fundraiser to raise restoration funds.
Council members discussed how donated funds are held and whether a capital repairs line item could provide a place to track and spend donations and future repairs. Several members recommended creating a capital-repairs placeholder for Market House and other borough properties and asked staff to consider accounting approaches that keep donations separate from operating funds.
Council took no formal appropriation for the project at the meeting; members encouraged the presenter and recommended clarifying where donation receipts are held and how future restoration projects would be budgeted.
