Councilmembers debated how best to dispose of the borough-owned McGinnis property before deciding to solicit a cost estimate from the Lancaster Economic Development Corporation (EDC) to prepare a sealed-bid packet.
The initial motion to direct staff to create a sealed-bid packet passed but prompted concern from several members who said they had not seen cost estimates for EDC involvement. Council rescinded that motion and instead approved a motion authorizing staff to obtain an estimate from the Lancaster EDC for drafting a sealed-bid packet and related services.
Council discussed two primary options — conducting a sealed-bid process with EDC support (EDC proposal cited up to $2,000/month plus a 1% commission in prior drafts) or running the process in-house or via auction. Members asked staff to return with firm cost estimates and contract language before committing to fees or commissions.
Separately, the council approved contract change order number 2 in the amount of $25,725 and application for payment number 6 for $339,605.76 to Iron Eagle Excavating for the McGinnis Innovation Park project. Council members said the increase reflected additional site grading and extra haul of fill material needed to level the east end of the property and prepare for future street access.
Next steps: staff will request a formal estimate and draft contract terms from the Lancaster EDC, and return to council with cost figures and recommended next steps. Work on the Innovation Park project will proceed under the approved change order and payment.
