Director Engracia told the Personnel & Administration Committee on Thursday that the board has made progress updating its employee handbook but still needs to add several sections, including an accommodations policy for employees with disabilities, a work‑from‑home policy and a pay‑increase policy.
“We've accomplished performance reviews, employee improvement plans, and the complaint process,” Engracia said, and asked committee members to identify additional sections to include. She said a practicum student is providing additional capacity so staff can advance the work and prepare a revised handbook for the committee to review.
Engracia also said President Green has directed a review comparing similar positions to a recent compensation study to determine whether any Board of Aldermen employees fall below the study’s recommended ranges. Committee members noted that civil service employee rate increases are expected in February and asked Engracia to coordinate with the personnel department so the board can decide whether to align its raises with those changes.
Members requested a timeline and suggested inviting personnel staff to a future meeting for context on implementation. Engracia said she hopes to complete the comparison within a few weeks and to return with specific recommendations on pay‑grade alignment and any handbook language to adopt. The committee did not take final action on those items Thursday; staff will return with a proposal.
