The City of Opa-locka City Commission approved a final amendment to the fiscal year 2025 budget 4-0 at a special meeting on Nov. 24, 2025.
City Manager presented the amendment as the final FY2025 budget adjustment and said it reflected no changes from the ordinance's first reading and the public hearing held Nov. 12. The manager said staff (including Mr. Harris and Naima Gantt) were available for questions.
Naima Gantt, director of finance, said the $15,000 included in the amendment "is for invoice number 1 that was received in the prior fiscal year. We will have a future set of invoices to come. But it will not slow down the process." The comment followed a question from a commissioner about whether the amount budgeted for an efficiency study would be sufficient.
The commission called the question and approved the ordinance on a roll-call vote: Commissioner Natasha Irvin — yes; Vice Mayor Kelly — yes; Commissioner Charlene Bass — yes; Mayor Taylor — yes. The record shows no public speakers during the hearing on the item.
After the vote, Mayor Taylor and members offered Thanksgiving greetings to the city and the commission adjourned the meeting.
The approved ordinance was described in the agenda as an amendment to the city's adopted general, proprietary and special revenue funds budgets for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025; the item referenced exhibit A for detailed revenue and expenditure adjustments and listed the city manager as sponsor. The ordinance language in the record noted appropriation, fee consistency, conflict and severability provisions and an effective date, but the transcript did not include the exhibit details or the ordinance number.
