The mayor and council used the Nov. 25 meeting to formally recognize Councilman Norm Martin, whose final council session drew tributes from multiple members.
Mayor Biasellata praised Martin’s service, saying, "Councilman Martin has exemplified what it means to serve with integrity," and highlighted Martin’s role on issues such as the new drone ordinance and sewer program. Councilperson Kelly called Martin "a man of substance and class," while Councilman Elliott and others recounted Martin’s mentorship and institutional knowledge.
Martin addressed the chamber with a prepared statement reflecting on change in local government and the importance of fiscal stewardship. He noted taking on the Ward 2 appointment and said he had two conditions for service: to be true to himself and not to embarrass his wife. Martin said he completed his obligations and encouraged colleagues to continue focusing on finances and preparation.
The council presented a small gift and invited attendees for cake after the meeting. The formal proceedings concluded with a motion to adjourn.
