The St. Louis City Public Safety Committee voted to adopt the Office of Violence Prevention’s Prop S funding recommendations, including a voice amendment to allocate $9,124 in residual Prop S funds to the Archway Missouri chapter of Links Incorporated.
Judge Teer of the Office of Violence Prevention told the committee his staff reviewed "60 plus applicants for the amount of a little bit under $900,000" and recommended roughly eight entities based on an objective scoring process. "We forwarded those and presented those to the board," he said, and offered to answer committee questions.
Alderman Clark Hubbard moved a voice amendment to award the residual $9,124 to the Archway Missouri chapter of Links Incorporated, saying the change "would not impact the recommendations" made by the Office of Violence Prevention. Reading from the publicly shared application, Clark Hubbard said the Archway chapter has a "30 year record of community service" and runs a decade-long program at Marion Middle School; she argued the group's focus on STEM, career readiness and youth leadership aligns with Prop S goals and would help build capacity for a smaller, grassroots organization.
The committee called the roll on the amendment. The clerk recorded "Aye" votes from Alderman Oldenburg, Alderman Clark Hubbard, Alderman Sonnier, Vice Chair Aldrick and Chair Narayan, yielding five aye votes; the committee sustained and adopted amendment number 1 to Exhibit A of the resolution. A subsequent motion to adopt the Prop S funding recommendations with that amendment was then moved and seconded and carried without recorded objection.
During announcements, Clark Hubbard asked the committee to hold a hearing on mold and air-quality concerns arising from tornado recovery demolitions, saying she had received "a lot of questions and concerns around mold and around just the air pollution that may come out of the demolitions." Chair Narayan said the hearing is expected to be scheduled "just after Thanksgiving."
The committee also publicly congratulated Judge Teer on his new role at the Office of Violence Prevention. The meeting ended after the chair moved to excuse Alderman Velasquez for necessary absence and the committee adjourned.
The committee did not attach a resolution number or list additional funding breakdowns in the public discussion; the Office of Violence Prevention’s recommendation list and the committee’s amended Exhibit A were referenced as the governing allocation documents.
