Council members discussed rising project costs tied to recent federal and state changes that increased FEMA flood-elevation requirements in the project area (the record references an increase from '12' to '19'—a 7‑foot change) and higher engineering minimum design loads for flood velocity and wave calculations. The attorney and council framed the design changes as intended to improve resiliency of the investment and infrastructure.
