The Keller Planning & Zoning Commission on Nov. 25 recommended approval, 6–0, of a special use permit and variance allowing a roughly 1,452-square-foot detached accessory structure in front of the main home at 537 Bancroft.
Staff said the building replaces a legal nonconforming metal structure that had been on the property for at least 20 years; when the owners removed the old building to the foundation and began rebuilding, the legal nonconforming status was lost, creating the need for an SUP and a variance to allow the detached structure in front of the home. Staff confirmed the new building sits on the existing concrete slab, is approximately 67 feet from the front property line and 18 feet from the west side property line, and would meet setbacks but requires the variance because of its front-of-home location.
Owners Todd and Tina Dean told commissioners they moved into the home five to six weeks earlier and said the new structure's materials (chopped natural stone base, painted metal siding, aluminum garage door with glass) were chosen to match the house and improve curb appeal. The Deans said they plan additional landscaping to screen the structure from the street and neighbors, and that the front-facing garage door is intended for appearance and ventilation rather than regular vehicle ingress/egress.
Neighbor Robert Waters spoke in support and said the new structure is a substantial improvement over the prior dilapidated steel building, cited the area's agricultural character and said similar auxiliary buildings exist nearby. Commissioners asked whether the footprint or foundation had changed (the owner said the foundation dimensions are the same) and probed uses and materials; the applicants confirmed plans to finish landscaping and to use the structure for general property equipment and personal storage.
Commissioner Ross Brensinger moved to recommend approval of the SUP and variance as presented; Commissioner Schlegel seconded. The motion passed 6–0. The item will be forwarded to City Council on Dec. 16 for final action.
