At its Nov. 18 meeting, the City of Moline council approved a package of items including the 2026 annual budget and several administrative contracts and ordinances.

The council approved Change Order No. 1 and final for Miller Trucking & Excavating for the culvert replacement project (Project No. 14622025), raising the project total to approximately $282,071; staff said funds are available in water and storm sewer accounts.

The council set and amended the 2026 meeting calendar, adopting dates after amendments to move several meetings (including February and May shifts and a November change to accommodate budget adoption dates).

An ordinance to increase the number of Class B incidental tobacco dealer licenses at the request of Aman Food and Gas passed on a recorded voice vote, 4 ayes and 1 nay; staff noted the location will not be eligible for a liquor license due to distance restrictions.

On administrative contracts and benefits, council approved: authorization for reinsurance coverage for medical and prescription claims for one year beginning Jan. 1, 2026; a retiree benefit management services agreement with Retiree First LLC for plan management of the city’s fully insured Medicare Advantage plan; a Medicare Advantage group agreement with UnitedHealthcare; and a client services/fee agreement with USI Insurance Services LLC for brokerage services beginning Dec. 1, 2025. Council also approved the second and final FY2025 budget amendment.

In a separate vote, the council adopted the annual budget for corporate purposes for calendar year 2026 (beginning Jan. 1, 2026) on a 6–0 vote.

Two traffic-related ordinances amending parking and school speed limit appendices (20.1 and 20.2) were advanced to second reading by unanimous vote.

Consent items including meeting minutes and items numbered 16.1–17.1 were approved by roll call (5 ayes, no nays).

The council concluded the public portion of its meeting by voting to convene an executive session to discuss personnel, collective bargaining, property acquisition and imminent litigation under the cited Illinois statutes.
