At the start of the meeting the committee took two procedural actions and later adjourned without resolutions.

Chair (unidentified) sought a motion to allow members to join the meeting; the roll was taken and joining members were allowed on the call by voice vote. Later the committee voted to approve the Oct. 28 minutes after Member Williams moved and Member Blair seconded; the chair recorded the vote as unanimous.
