The Board of Public Works and Safety voted Nov. 20 to approve a contractor's quote to extend a drive-through approach, but only after placing a condition that the city must first review and approve a written layout or drawing of the proposed work.
Board members and staff raised operational concerns during discussion, centered on whether the extension would meaningfully increase the number of cars that can queue without blocking adjacent lanes and whether the approach geometry would allow customers to reach the service window safely. One board member summarized the board's reservation: "The contingency is that they once they get it laid out, that we approve the layout," reflecting a desire to review a field drawing before demolition or mobilization begins.
Staff described the work as including construction engineering and layout, mobilization/demobilization and possible minor realignment of a curve near the approach. Several members asked the contractor to provide a drawing showing how many additional cars the extension would hold and how the new approach would interact with the adjacent bypass lane. One staff member suggested the city may visit the site after the meeting to view the marked area before work begins.
The board's motion approved the quote with the written-layout contingency; the motion was seconded and passed on voice vote. The contingency requires staff to review and the board to approve the written plan before the contractor commences construction.
Next steps: contractor to produce a written layout/drawing; staff to present the drawing to the board for approval and to notify Tom Lewis (or other designee) before mobilization.
