The Page County Board voted to approve a funding agreement with the Iowa Department of Transportation for a trail project drawing on multiple funding streams.
County engineer JD King told the board the agreement covers two named funding sources: Transportation Alternatives Program (TAP) funds of $400,000 and State Rec Trail (SRT) funds of $285,000. King said the total funds available for the trail project are $2,466,452. Board members confirmed the county will act as a passthrough sponsor for the federal aid project and the agreement requires the county to approve and sign the documents.
Speaker 3 moved to approve the funding agreement; Speaker 1 seconded and the board voted aye. King said the county has previously sponsored federally aided bridge projects and described the trail agreement as a routine sponsor role that includes passing funds through to the project.
King also answered questions about the Essex Bridge closeout, saying the project has an unusual wrinkle related to a RAISE grant closeout and that DOT staff are handling the remaining steps. He said the county was an early sponsor under that grant program and DOT action, rather than additional county steps, is now required to finalize closeout.
The board did not request further conditions to the agreement and approved the documents so staff can sign and proceed.
