The Cheyenne City Council approved a package of second-reading ordinances on Nov. 24 that annexed multiple parcels and assigned city zoning designations for newly annexed land.
Council approved Ordinance 7 to annex roughly 20 properties generally south of Laramie Street, followed by Ordinance 8 assigning MR, MUB and CB zoning to those parcels. A separate owner-requested annexation of 20.41 acres south of Story Boulevard for future residential development passed on second reading, along with an associated AG zoning designation and a request to change zoning to NR3 (neighborhood residential high density) to allow multifamily development for another parcel.
By contrast, Ordinance 12 — a proposed change to chapter 8.68 to increase penalties for camping on public property from $50 to $750 and require removal when in violation — died in committee and, when the item was offered on second reading, failed for lack of a second. Council discussion noted the item had no motion to approve in Public Services Committee and there was no second at council, so the item did not move forward.
Council handled the annexations and zoning items largely by committee recommendation and voice vote. Members asked if there were any members of the public to speak to the measures and none were present for those items.
