Mill Creek — The Mill Creek City Council on Nov. 25 approved several resolutions and a professional-services contract amendment in unanimous votes while passing routine financial items on the consent agenda.
Drug task force interlocal agreement: The police chief described the city’s continued participation in the Snohomish County Regional Drug Task Force and summarized recent multi-jurisdictional investigations. The city’s 2026 share of the interlocal agreement is $5,810, funded from the drug fund. Council approved a resolution authorizing the agreement by a 7–0 vote.
Department of Ecology water-quality capacity grant: Staff reported that the Washington State Department of Ecology selected Mill Creek for a $120,000 capacity grant for the 2025–27 biennium to be used on stormwater projects and a storm-pipe rehabilitation work-plan update. The grant is restricted to non-capital stormwater work; the council adopted a resolution authorizing the city manager to execute the grant agreement by a 7–0 vote.
GGLO contract amendment (South Town Center): Planning staff requested an amendment to a professional-services agreement with GGLO for the master plan to add morning-peak traffic analysis and a deeper economic impact assessment related to potential business displacement. The amendment increases the contract amount to $688,521; staff said the work is already budgeted in the comp-plan budget. Council approved the amendment 7–0.
Consent agenda and financial approvals: Council approved checks and ACH/wire transfers totaling $785,348.79, payroll ACH payments of $398,460.63, and minutes for Oct. 7 and Oct. 14, 2025. The consent agenda passed unanimously.
What happens next: Staff will proceed with the GGLO scope changes and billing as budgeted, and the city will execute the Ecology grant agreement to seek reimbursement for eligible stormwater work-to-date. The police department will continue participation in the regional drug task force under the ILA.
