The council approved several routine licensing matters and resolutions during its Nov. 25 meeting.
Licenses: Council voted to approve a slate of 2026 on‑sale liquor licenses for establishments including Riders Bar, Casadores restaurant, Flamers, Grandma’s Saloon and Grill, Poppers, Mel’s Sports Page Bar and Snickers Pizza, Virginia Bowling Gardens, Arrowhead Bar, Copper Nickel and Tommy’s Rainy Lake Saloon and Deli; the motion to approve the full list (items 8.1 a–j) passed by voice vote. The council also approved 2026 off‑sale licenses (Rocket Liquor; Super 1 Liquor; Mel’s Sports/Bakery) and club licenses (Northern Club; American Legion Post 239; Virginia Elks Club).
Resolutions: Council adopted a resolution certifying delinquent public utilities to St. Louis County for special assessment, approved a resolution for conversion loans (low-interest conversions through public utilities), and approved resolutions addressing unpaid property maintenance/blight violations, unpaid vacant building fees and rental code ordinance fees. Several of these were moved and carried without extended debate.
Cannabis registration fees: Council discussed and corrected the registration and renewal language for cannabis and LPH licenses, clarifying that initial registration fees should not be double‑charged (removing a duplicated $500 charge) and that micro‑business initial registrations should be set at $0 with renewal fees applied appropriately.
All items were processed after brief staff explanations and motions to approve; where adjustments were needed (cannabis registration lines), staff amended the draft to mirror online application behavior and removed duplicate fees.
