The Coconino County Board of Supervisors, sitting as the Flood Control District board of directors, unanimously approved Nov. 24 a two‑year lease with Mountain Line for temporary office space at 3773 Casper Drive in Flagstaff.
County staff said the lease — $42,294 for the 24‑month term through Nov. 30, 2027 — is a stopgap while the county develops a joint operations center for flood control and emergency management. Flood control administrator Lucinda Andreani and county facilities staff said modular office space at public works has constrained operations and recruiting; the Mountain Line space provides immediate, usable offices and conference access during the transition.
Several supervisors, led by Supervisor Tammy Antiveras (District 3), said directors and staff should be better informed when departments pursue relocations. Antiveras said she learned about the move only via the consent agenda and expressed concern about process and notice; county management acknowledged a communication lapse and cited prior, informal discussions with department staff. County Manager Andy Bertelsen recommended approval while agreeing to improve communication and to bring facilities planning updates to the board.
Supervisor Begay moved approval; Supervisor Horstman seconded and the motion passed unanimously.
