The Hardin County Commissioners Court received and accepted a multi-agency report on responses to adult sexual-assault cases covering Aug. 2023 through July 31, 2025.
Lisa Brocker, identified in the record as director of the Hardin County Transitions Assistance Center, presented the report on behalf of a team that the transcript lists as including Sheriff Davis, District Attorney Rebecca Walton, Police Chief Danny Sullivan, Brenda Garrison (child abuse forensic services director), Sgt. Tom Lee (mental health deputy), Ashley Pena (Pindell Top Center), and Sgt. Kendra Simmons (sheriff’s investigator). Brocker said the reporting is mandatory: "This reporting is mandatory, no later than December the first of the odd number of years." The report relied on verified data submitted by the agencies listed in the packet.
Brocker outlined the team’s goals for improved collaboration and for enhancing victim services, including mental health counseling, medical examinations, crime-victims compensation assistance and clearer courtroom documentation and processes. She told commissioners the team will examine the response process from beginning to end and identify areas needing more discrete, defined approaches to delivering assistance.
A commissioner with law-enforcement experience asked whether data show a link between perpetrators and mental-health indicators; Brocker said she would research whether such statistics are gathered and how current the data are. Brocker emphasized plans to meet with stakeholders and continue improving delivery of services to adult victims of sexual assault.
The court moved to accept the report by motion and voice vote. Next steps identified in the meeting record include follow-up work by the response team to research data on perpetrator mental-health correlations and continued stakeholder meetings to advance coordinated services for victims.
The report covers Aug. 2023–July 31, 2025 and is the statutorily required submission for the listed reporting period.
