City Manager Dave McNeil reported several administrative and operational items at the Nov. 24 council meeting. He announced promotions in the Aberdeen Police Department (Mark Miller promoted to captain; Briston Bruce promoted to sergeant) and recognized Officer Michael Lucky for 10 years of service.

McNeil said the Washington Building will require asbestos and mold abatement as a first step toward finding a future purpose for the structure and that the city will seek grant revenue to support cleanup. He said Banner & Associates completed the city's water and sewer study and called a work session for Dec. 8 at 4 p.m. to review that study.

Public works staff outlined holiday garbage collection adjustments (double pickup on Wednesday to collect Wednesday/Thursday and a double pickup on Monday to collect Friday/Monday) and explained the city's snow-emergency rule: officials may declare a snow emergency after 3 inches of snowfall and posted zone rules for towing/ticketing and removal would follow.

Next steps: Work session on Dec. 8 at 4 p.m. to discuss the water and sewer study; staff will pursue grant options for the Washington Building cleanup and prepare schedules for holiday collection and snow response.
