The council voted unanimously to retroactively approve $78,895.56 in purchases of Class 6 Basalt AB from Perkins Cinders for subbase work on six roads in the Top of the Woods subdivision.
Staff member Milena told the council the purchases occurred between June 24 and Sept. 4, 2025, and that the total cost was $78,895.56. The staff report noted payments of $68,558.78 to date and listed a remaining balance; during council review Counselor Smith identified a numerical discrepancy. Staff later explained Perkins issued a small credit for a load that had been charged at the wrong price under the Navajo County contract. Milena and finance staff confirmed the credit and stated the correct remaining balance was $10,002.21.
Counselor Smith moved to approve the retroactive expenditure as described. The motion was seconded by the Vice Mayor. After clarification about the vendor credit and the remaining amount, the council voted by hand and the motion carried unanimously.
Council directed staff to continue tightening purchase-tracking procedures and to follow procurement policies closely going forward. The council did not open a separate enforcement action at the meeting based on this item; staff characterized the vote as corrective and administrative.
