The Spalding County Board of Commissioners on Nov. 20 denied a rezoning request from John Shepherd to create a commercial driveway on Airport Road that would serve his business at 1113 Zebulon Road, and then tabled a separate PDD application to expand storage on Oak Avenue.
Neighbors had warned the board that heavy truck traffic and turning maneuvers on the narrow, residential Airport Road would create safety and noise problems. "Trying to turn a commercial vehicle, especially a tractor‑trailer off of Airport Road... onto a 12 to 15 foot driveway is going to be very difficult," said Bridal Adams, who represented elderly neighbors at 114 Airport Road. Residents also raised concerns about road wear and potential overnight commercial truck parking.
Shepherd told the board his business has outgrown its current access and that the Airport Road parcel is otherwise unbuildable except as an entrance to his yard. He argued the driveway would reduce congestion at the existing entrance and allow safer movements for trucks and equipment.
Commissioners expressed deep concern about permitting routine tractor‑trailer access to Airport Road and the risk that the parcel could be used for third‑party truck parking. After discussion a motion to deny the Airport Road driveway passed by vote (5–0). On the related Oak Avenue PDD, commissioners debated conditions (material storage only, buffers, berms, restricting overnight parking) and ultimately tabled the PDD to allow the applicant to propose additional restrictions and buffer options.
