The Spalding County Board of Commissioners voted unanimously Nov. 20 to approve the final plat for Timon Point Phase 1, a 125‑lot subdivision, with conditions requiring successful water‑main testing and final Spalding County Water Authority signoff before certificates of occupancy are issued.
Director Allen told the board the development has completed interior roads, sidewalks and utilities and that performance bonds and as‑builts are being finalized. The approval was conditioned on the Water Authority's acceptance of required water‑main testing and submission of final documents, as described in staff recommendations.
John Bailey of 4 Star Group, the developer, said the parking lot included in Phase 1 is already installed and that construction of the pool and pool house (part of Phase 2 in the phasing plan) is slated to start in January with contractual completion aimed for May 2026. "The game plan is from January to May... the pool, the pool house will be fully built out, operational," Bailey told commissioners.
Several commissioners pressed for stronger contractual guarantees that amenities promised in later phases will be delivered. Commissioners considered redlining the plat so that the pool and pavilion would become contractually required; Bailey agreed to produce a revised plat and written commitments for review. The board accepted a motion that approved the Phase 1 final plat while allowing the applicant to submit a revised, redlined version for final signature.
The motion passed by a voice/hand vote announced by the chair as carrying unanimously (5–0). The approval includes language acknowledging pending bond and water conditions and requires completion of all Spalding County Water Authority plan‑review items before final approvals and release of building permits.
The board did not set a separate timeline beyond the developer's stated construction schedule; commissioners said staff will monitor compliance with the conditions before occupancy permits are issued.
