The North Andover School Committee voted Nov. 20 to accept the district's federal entitlement grants for Title I, Title II and Title III.
Kristen Ando (Speaker 7) explained the grants were delayed by federal disbursement timing but were already factored into the district's budget. "Title 1 is our largest 1, which mostly funds reading interventionists at both the Thompson and the Atkinson schools..." she said, adding Title I funds can be used for staffing, materials and student transportation and that both Atkinson and Thompson qualify as whole‑school Title I campuses (about 41% and just over 40% low‑income, respectively).
Committee members asked clarifying questions about eligibility and oversight. Speaker 2 and others emphasized these entitlement grants were expected and not equivalent to competitive grants that would add unplanned resources. The chair entertained a motion; Speaker 3 moved to accept the grants and Speaker 4 seconded. The vote was recorded in the affirmative by all present.
The administration said Title II funds will support professional development and teacher stipends while Title III funds are targeted to English-language learners for proficiency growth, professional development and family engagement work (including recent LPAC parent outreach). The committee's acceptance formally authorizes the district to use the awarded funds as described in grant parameters.
