Spencer said ISG and IDALS have completed similar projects in the past and do not expect the Corps meeting itself to create additional county cost; if the Corps requires design or mitigation changes, ISG indicated it would confirm those with the county and IDALS and would expect to see funding identified before the county agreed to modifications. The board voted to approve the Corps right-of-entry and to authorize ISG to represent the county in Corps meetings and permitting.

Staff said the right-of-entry and agent authorization are process steps to clarify whether permits are needed and what conditions the Corps might impose; any material design or cost changes would be returned to the board for approval.
