The Osceola County Board of Supervisors took a series of routine and project-related actions at its Nov. 12 meeting, approving right-of-way acquisitions and project plans for the F10 Bridge, adopting an operating transfer to cover a December interest payment, and approving claims and appointments.

The board approved the final right-of-way purchase and a related temporary construction easement for the F10 Bridge (Pierce Avenue south of town), saying the acquisitions matched prior offers and that property owners had signed the paperwork. The board then approved the F10 Bridge project plans so the county can pursue grant funding or proceed with locally funded construction as needed.

The board adopted Resolution No. 42526 to transfer funds from the CFE project fund to the CFE TIF PNI fund to make an interest payment due Dec. 1. County staff said the transfer consolidates a required payment so it only needs to be made once rather than split into multiple transfers.

On financial matters the board approved payment of claim No. 817 to Boswell Water Service (one abstention was recorded) and then approved the remainder of claims presented. The board also approved a total election-cost figure of $15,000.54 and agreed to allocate that amount among participating cities and school districts as described by the clerk.

Appointments approved included Taylor Bradshaw, NP, and Nathan Peters, NP, as medical examiner investigators; staff said both completed required courses and the county participated in the training cost.

A separate, contested procedural vote approved contributing $250 to an Iowa State Association of Counties (ISAC) amicus brief in litigation about zoning and hazardous-liquid pipeline ordinances; the motion passed on a 3–2 vote after board members debated potential legal exposure and the value of a statewide county filing.

Most other motions were passed by voice vote with no roll-call controversy; several items were moved to a future agenda for additional detail or paperwork.

The meeting adjourned after a public presentation by Family Crisis Centers and brief follow-up items.
