The South Lebanon City Council unanimously adopted a series of emergency resolutions and routine approvals at its Nov. 20, 2025 meeting, moving to complete public works projects and setting the city's budget schedule.
Council voted to waive second readings and adopt Emergency Resolution 2025-48, authorizing a temporary stormwater easement on property owned by Meany; Emergency Resolution 2025-49, authorizing change order #1 with Fillmore Construction LLC for the 2025 paving program; and Emergency Resolution 2025-50, authorizing change order #2 with Fillmore Construction LLC for final quantities on the Morrow Road reconstruction Phase 1 project. Each motion to waive the second-reading rule was made and seconded in open session and carried by voice vote.
Director of Finance Tina Williams told the council that the next meeting, Dec. 4, will include the 2026 budget presentation (first reading) and noted the city’s tax receipts are up 27% for the year, "which is about $600,000," crediting recent collection efforts by staff.
In other actions the council entered Ordinance 2025-26 (first reading), approved invoices, approved October financial statements, approved meeting minutes from Nov. 6, 2025, and completed second readings and adoption of Ordinance 2025-23 (compensation pay scale revisions), Ordinance 2025-24 (appointed personnel rates) and Ordinance 2025-25 (water usage rates through 2029). The council also adopted Motion 2025-43 approving an addendum to the agreement with the Warren County Sheriff for police protection in 2026.
Public Works Director Harry Hilbert reported street striping, a new crosswalk adjacent to an apartment complex and that leaf removal will continue through December. He said the department has trucks prepped with salt and ordered new plow blades for the season. Hilbert also noted the city's main backhoe needs costly repairs and that the department is planning a three-year replacement strategy. "We have a 3 year plan to buy a new one," he said.
All votes on the emergency resolutions and listed ordinances were recorded in the meeting as carried by voice vote; the meeting record shows the attending council members voting in favor during roll-call-style confirmations. The council adjourned after closing business; the next regular meeting is Dec. 4, 2025, when the budget presentation is scheduled.
