She said the project had previously received a conditional use permit in April and that developers must apply for building permits within 18 months of site plan approval.

Why it matters: Staff and council described the project as one of the last remaining projects under the former NRO and said it would activate the street frontage with landscaping and design features while requiring additional stormwater retention beyond minimums.

Vote: The council approved the site plan by a recorded vote of 5–0.
