Because vacating a right‑of‑way requires enactment via ordinance, the board introduced Ordinance 10 as the first reading but could not finalize it at this meeting: staff and a commissioner explained final passage requires 75% of commissioners and only 67% were present, so the final reading and vote were scheduled for Nov. 4. An unidentified commissioner moved to approve the first reading; the motion passed by voice vote. Staff told the petitioner he likely did not need to attend the Nov. 4 meeting but staff would notify him.
