Cass County commissioners approve ordinances, grants and contracts in short session

In a one-hour meeting, the Cass County Commissioners approved meeting minutes and payroll, passed three ordinances including an alley vacation and a 30 mph posting on Kiesling Road, authorized grant applications for road and sign projects, approved an IT agreement and surplus of sheriff vehicles, and approved a precinct boundary change tied to a Lowensport annexation.
Cass County Commissioners met at 1:00 p.m. and approved a slate of routine and substantive items, including amendments to county ordinances, grant applications, an IT contract and asset surplus requests.
The board voted unanimously by voice on routine business early in the meeting, approving the minutes from the Oct. 20, 2025 meeting and claims and payroll.
Three ordinances were adopted. Commissioners approved ordinance 2025-14 to vacate an unused alley after property owners Philip Stevenson and Steve Kall told the board the alley is unusable and that neighbors, utilities, the volunteer fire department and the highway department had been notified. The board also approved ordinance 2025-11, a revision to the county vehicle ordinance tightening rules that allow the planning department to remove vehicles that violate zoning while exempting certain agricultural equipment. Finally, the board enacted ordinance 2025-15 to post a 30 mph speed limit on Kiesling Road between West Market and Water Street after a multi-day speed study reported a typical measuring value near 31 miles per hour.
The commissioners approved an interagency agreement with ESI/Scale Computing for a five-year hardware-and-software virtual environment, which county IT staff said was substantially less costly over five years than the vendor currently increasing prices. IT staff member CJ told the board the total for the proposed hardware-and-software contracts is about $170,000 over five years and said other options could cost roughly $78,000 a year and require about $200,000 of equipment over five years.
The sheriff's office received authorization to surplus four former patrol vehicles and to transfer a 2004 Dodge Durango to the IT department in exchange for a 2017 Durango described by the sheriff's representative as higher-mileage but serviceable for county site work.
Clerk Destry presented a precinct boundary change related to property that the city of Lowensport purchased and will annex; the Indiana Election Division reviewed and cleared the change, which the board approved. The board also approved filling a health department nurse position that had been approved in the 2026 budget.
Presiding commissioner closed with procedural announcements, reminded listeners of Veterans Day observances on Nov. 11 and set the next meeting for Nov. 17 at 1:00 p.m. "A lot of work for just a few minutes," the presiding commissioner observed after the roll of business passed, a reflection heard several times in the meeting.
The meeting adjourned by unanimous voice vote.
