At the start of public comment, resident Whitey Lord described months-long daily parking by a neighboring household and construction crews on Stephanie Place that, he said, fills the street, blocks driveways and creates unsafe turning and sight-line conditions. "It's really, really frustrating," he said, recounting that vehicles sometimes occupy the same spot for weeks.
Demidra Haynes, who identified herself as living at 1048 Montgomery Avenue, said the parking has persisted for seven months, that contractors have blocked her driveway and that the pattern could prevent emergency access: "If I have a fire in my home, the fire trucks could not get up my driveway," she said. Haynes described mobility limitations and difficulty using back stairs when driveway access is blocked and requested signage consistent with adjacent streets.
Borough staff and council explained the petition process for a 2-hour parking zone (ordinarily a 60% petition threshold, with an exception when fewer than five addressed homes exist), and clarified that permits would be available only to households whose addresses are on the affected street; homes formally addressed on Montgomery or North Essex would not qualify for a Stephanie Place permit. Staff also described an existing process for a handicap-designated space that requires physician verification and borough police review. Council urged the residents to gather signatures from the other Stephanie Place residents and said the public health and safety committee would likely review the matter if a petition is submitted.
Separately, online commenter Carol Marie Scanlon asked about proposals for 201 Sabine (including Sabine Park). Council said it has received an unsolicited statement of interest for adaptive reuse that envisions the park and parking lot remaining and the building reconfigured into housing, but emphasized no sale is under consideration and the borough would retain possession under current proposals; council said the matter will be discussed in executive session and any proposal affecting the park would be presented publicly before action.
