Council approves supplemental ERA resolution to include annexed parcels for Project Domino

Rob (city counsel) presented Resolution 2025-35 on Nov. 24 as a declaratory/supplemental action to include four annexed parcels owned by Meta (Project Domino) within the city's Economic Revitalization Area (ERA). The resolution is the first step in a two‑step statutory process: the council adopted the declaratory resolution and will hold a public hearing and then adopt a confirmatory resolution to finalize the ERA expansion. Counsel said the annexed area and the original ERA together total about 1,437 acres within the LEAP District and that ERA designation is intended to encourage development, diversify the tax base and create jobs.
Public comment: Several members of the public used their allotted time to read legal-form notices objecting to economic incentives and asserting constitutional arguments against state-created economic development tools. Speakers asked the council to respond to their notices; council indicated that comments were received and proceeded with the resolution process.
Outcome: After public comment, a motion to adopt Resolution 2025-35 passed by voice vote with at least one recorded opposition on the audio. A public hearing on the confirmatory resolution will follow at a future meeting as required by statute.
Next steps: Publication of notice of adoption and filing a certified copy with the Boone County assessor were noted in the resolution text as required by Indiana law; the council directed staff to set the required public hearing and proceed with the confirmatory resolution.
