Commission approves several contract adjustments, hears streetscape progress and project updates

The Lafayette Redevelopment Commission on Nov. 20, 2025 approved several contract amendments and change orders and received project updates on streetscape and public-works work across the city.
Dennis, the commission director, said a BOT amendment for the Public Works Campus will return $32,369.15 in savings to the city and reduce the BOT purchase price from $22,488,703.47 to $22,456,334.32. The commission approved the amendment by voice vote.
For the Main Street Streetscape Phase 6 project, Josh Casavan of HWC Engineering reported the project is about 98% complete and described remaining items including HMA final surfacing, final landscaping, bench installations, about 200 feet of trail, and two ADA ramps. Change Order No. 2 for William Charles Construction adds $6,702.93, covering remobilization of the concrete crew, a seal coat of the Bison Financial parking lot and new bench installation; the commission approved that change order.
A Kettle Hut Construction change order (City Hall renovation) is a credit from contingency of $8,297.24 that reduces the project total; the commission approved that change order.
Butler, Fairman & Seifert design engineer Jake Goodman presented Park East Boulevard Change Order No. 8, an increase of $8,187.68 that includes $6,000 in additional delivery costs for large landscaping boulders transported from Southern Indiana and added costs associated with two storm structures purchased before a utility-rerouting engineering change. Commissioners asked clarifying questions about whether the boulders would be used; staff and the engineer confirmed they will be installed and will also be used as seating elements. The commission approved the change order.
Dennis also gave the director’s report: a bicentennial sculpture has been installed at 9th and South Street, with site work, interpretive signage and donor plaques pending weather-permitting completion. He also said staff and Granite Solutions Network are refining a business plan for a community land trust to be rolled out in the first quarter of next year.
Finally, the commission approved claims in the amount of $1,047,321.14 before adjourning. Votes were taken by voice and recorded as affirmative "ayes" in the transcript; no roll-call tallies were recorded.
