Committee approves three West 3rd Street vacations to clear right-of-way for Bedrock redevelopment

On Nov. 24 the committee approved Ordinances 14-89-2025, 14-90-2025 and 14-91-2025 to vacate portions of West 3rd Street related to the Bedrock redevelopment project.
Capital Projects staff explained the three separate vacations correspond to differing adjacent property ownership and that this partial vacation process is the legal method to convert public right-of-way to private use in such circumstances. "When it's a partial vacation and the rest of West 3rd Street remains, all of the vacated property goes to the property owner that's adjacent," staff said, describing how the process works and why a sale or easement alone is not used in this procedural context.
Council asked who owns the adjacent property and whether the city is simply transferring rights; staff said the city currently owns the right-of-way and the vacation returns the vacated portions to adjacent owners as the law prescribes. The ordinances were approved without further amendment.
