Council amends Euclid Beach Connector ordinance to secure perpetual easements, add submerged land lease area

The committee on Nov. 24 approved amendments to Ordinance 9-93-2025 by adopting Ordinance 14-16-2025 as amended to prepare the Euclid Beach Connector Trail for bidding and construction.
Commissioner DeJenero explained the changes: privately granted trail easements will be perpetual rather than limited to 50 years so the city will not be forced to resecure rights later and potentially reroute the trail. "They need to be perpetual to ensure ongoing maintenance and control of the trail area," Commissioner DeJenero said. Staff added a small lakeward parcel to the city's submerged land lease so the city can seek authority to sublease that area to the Northeast Ohio Regional Sewer District to accommodate an existing sewer outfall.
Council members asked about costs and timing; Commissioner DeJenero said easements from private owners are at no cost and that submerged-lands leases from the Ohio Department of Natural Resources are commonly limited to 50 years, so the city will need to seek renewal of that lease in the future. Staff said the project was funded originally with ARPA dollars and is nearing the point of going to bid in early 2026. The committee approved the ordinance as amended.
