The committee advanced two public-works ordinances: one (14-04-2025) requesting approximately $1,000,000 for active-transportation safety improvements (pavement markings, delineator posts, signage, signal equipment and related small-scale work) and another (14-46-2025) asking $750,000 to replace mast-arm traffic-signal supports.
Public works and transportation staff said active-transportation funds will support smaller mobility improvements tied to Vision Zero goals, including restriping, delineators and minor design contracts. Commissioner Mavic explained the work covers paint, posts and minor signaling equipment and that some operations are done in-house; the division has worked with a local vendor on automated marking trials but found crew work more efficient in many contexts.
Several council members raised operational concerns during the discussion. Councilman Polincic and Councilman Plinsick said speed tables and bike-lane markings on some streets had faded to the point of invisibility and asked why paint durability varied; staff said the city uses Sherwin Williams acetone-based pavement marking with a longer life and offered to investigate specified locations (Waterloo was cited). Members also asked whether the city has snow-plow equipment sized to plow between delineators; staff said special crews handle such areas and the city is acquiring more equipment.
On signal poles, staff said Cleveland has about 980 intersections, 556 with mast-arm supports, and the requested funds would allow the city to replace many deteriorating uprights. Both ordinances were approved in committee and sent to full council for consideration.
