Resident asks Rush County to vacate alley in Manila; staff to advertise and review

A resident who identified herself only as Melissa told the Rush County Board of Commissioners she wants to vacate the alley between Pine Street and Pearl Street in Manila and provided the adjoining property addresses and paperwork.
"I'd like to vacate the alley between Pine Street and Pearl Street in Manila," Melissa said during public remarks, adding that she has the list of adjoining addresses she will provide to the county. County staff told Melissa the highway and GIS departments will review the request and that the county must advertise the vacation to notify neighbors.
Commission staff clarified that, if vacated, the alley would revert to adjoining property owners and that the process requires verification of property owners and a period for public notice. Melissa confirmed she will supply phone contact information and paperwork for the file.
No formal motion to vacate the alley was recorded at the meeting; staff described next steps as review by highway and GIS, verification of adjoining addresses, and publication/advertising to provide legal notice to affected property owners.
