Assessor services: Commissioners discussed two proposals for assessor services, weighing a lower-priced alternative against the long-standing incumbent referred to as Nexus (in service since 2007). Commissioners emphasized continuity and prior experience with Nexus and staff noted the selection process used scoring and quality factors in addition to price. After discussion the board voted in favor of the staff recommendation to move forward with Nexus for assessor services.
CDBG and architect options: Staff advised the board on Community Development Block Grant matters, noting one consultant/architect option (SD Barnes) had filed a conflict-of-interest disclosure because she also performs county work. An alternative submission by a US-based architect estimated renovation costs at $400,000; staff said they believed actual costs would be lower but presented both options. The board moved and approved signing with SD Barnes.
Contracts and procurement: The board approved a construction services agreement (naming Brad Sheehan in the contract signature context) and landscaping contract that included $100-per-day liquidated damages for delays and weather-delay language. Commissioners approved an ordinance changing the speed limit south of State Road 52 in Arlington and authorized execution of related contracts and procurement actions.
IT and records agreements: Annual maintenance and support agreements with the county's IT vendor (CSI) were approved, including disaster recovery, system support and microfilm service agreements; staff gave dollar examples for annual charges (e.g., $942.23; $11,435; $5,960; $1,072.50 for microfilm service). County staff said payments are budgeted and will not be made until January.
Facility tests and safety: The board approved an asbestos survey for a warehouse/courthouse project ($950 plus $25 per bulk sample) and authorized a building envelope test estimated at $7,050 to locate sources of flaking paint and potential leaks. Commissioners agreed to create a courthouse committee and said discussions related to building security would proceed in executive session when necessary.
Property actions: Commissioners approved transferring a Manila property via resolution and a separate $1 conveyance intended to facilitate development (referred to as Quick Lane). Motions for those property actions were moved, seconded and carried.
Staffing and compliance: Separately, staff announced they received five resumes for a surveyor apprentice position and that an ADA consultant will begin work on a Title VI implementation plan, with a target date of Nov. 17 for formal adoption and signatures if no public hearing is required.
