The Mobile Planning Commission met on Nov. 20, 2025, and approved a slate of subdivisions, PUD modifications and other land-use items while deferring several applications for additional information.
Chair Jay Stubbs opened the meeting, reviewed public hearing procedures and established a quorum. After public hearings, commissioners moved into deliberation and handled items in roughly the order they appeared on the agenda.
Approved items included a subdivision at 4595 Commerce Boulevard South (Todd Acres Industrial Park), the Garden Trace subdivision at 250 Tuthill Lane (with staff guidance on plat-recording issues), and multiple other single- and multi-lot subdivisions. The commission also approved a major modification to raise an existing monopole on Old Shell Road from 150 feet to 172.1 feet to accommodate new T‑Mobile equipment; Michael Bentley, representing American Tower Corporation, said the 23‑foot extension will improve coverage along Old Shell and for the University of South Alabama campus.
The commission approved the Radcliffe Ice Plant subdivision and associated PUD modification after staff agreed to remove two engineering comments from the modification list at the applicant’s request. It also approved subdivision and two PUD modifications for Covenant Academy, with staff clarifying access and curb‑cut limits on Halls Mill Road.
On the final agenda item, the commission approved a subdivision and sidewalk waiver for property at 7125 Bellingrath Road submitted by First Baptist Church of Theodore and voted to recommend rezoning Lot 2 from R‑1 to CW (commercial warehouse). The applicant, represented by Casey Pipes, agreed to revise voluntary use restrictions to match CW requirements prior to City Council advertising. During public comment Tangela Craig of the neighborhood raised concerns about stormwater runoff and heavy‑truck traffic; planning staff said on‑site stormwater detention will be required at the development permit stage and that traffic impacts would be addressed in a traffic impact study if required.
Several items were held over to the Dec. 18 meeting, including applications at 5070 Old Shell Road and 5906 US Highway 90 West, where applicants were given deadlines for revised materials. The commission also approved previous meeting minutes in a single batch before adjourning.
What’s next: held items must submit required revisions by the dates set by staff for Dec. 18 consideration; the rezoning to CW will be advertised to City Council with voluntary use restrictions revised for the CW district.
