On Nov. 25 the board reviewed a tentative Dec. 1 ordinance (Ordinance 8-50-125/51-20 in draft references) that would revise the town's overflow-parking designation for Lee Street. Staff described the existing arrangement that allows overflow parking on both sides of Lee Street and the proposed change to limit overflow to five parallel spaces on the south side so businesses on the north side will have on-street spaces available to customers.
Counts and enforcement: Parking staff and commissioners discussed utilization data. A staff member reported the Lee Street lot contains "29 spaces in the Lee Street lot" and that with the existing 30% overbooking policy and on-street overflow the theoretical capacity was 42 spaces at peak. The number of leased spaces in the lot was reported as 38, meaning the proposed change would not, in staff's view, leave leased users without space most of the time. Staff said letters and a small map will go to current leaseholders explaining the change.
Board questions and next steps: Commissioners asked about peak demand, enforcement (the system relies in part on an honor system for overflow spaces), and seasonal variation; parking enforcement had previously done a study showing availability most of the time. The ordinance will appear on the Dec. 1 town meeting agenda; staff will notify leaseholders and include a map of available spaces in outreach.
