The Nantucket Conservation Commission on Nov. 20 approved an amended order and granted necessary wetlands waivers to allow demolition and reconstruction of a dwelling, garage and shed at 92 Washington Street, finding the proposal will provide a long‑term net benefit to resource areas under local regulations.
Applicant representatives and project consultants described key elements they said produced a net environmental benefit: the structure will be moved back from roughly 25–26 feet to about 41 feet from the coastal bank; the building will be raised on piers approximately 2 feet above base flood elevation; roof runoff will be captured and, where feasible, tied into the town stormwater treatment system subject to Department of Public Works approval; mitigation plantings and reduced impervious area were also cited.
Dan Bailey, one of the presenters, told the commission the house will be "about 41 feet away" from the coastal bank and outlined stormwater capture measures intended to reduce off‑site impacts. Staff added a condition that permission to tie into the town stormwater system must be obtained from the Department of Public Works before work starts and that, if permission is denied, the applicant must amend the order to show how roof runoff will be infiltrated on site.
The approved order includes demolition and debris controls (daily site inspections, erosion and sedimentation‑control plan submitted for commission review and approval prior to construction) and standard conditions on lighting and native plantings. The commission recorded a roll‑call vote to adopt the order; staff will track compliance through the required plans and inspections.
Next steps: applicant must secure DPW signoff for any stormwater connection or submit an alternative infiltration plan, provide the required erosion/sediment control plans and comply with daily inspection/reporting conditions during demolition and construction.
