County requires solar developers to stabilize roads; approves pipe and bridge repairs

County highway staff reported on damage observed along roads used by solar developers and described an enforcement plan requiring developers to pulverize, concrete‑stabilize and repave driveway approaches into project sites before the local asphalt plant shuts down in December.
Staff said companies will be responsible for closure and detour signage and must complete the work by the December schedule or risk losing permission to use county roads associated with the projects. Contractors named in the update included Specialties, E & B Pavement and White Construction.
Separately, the board reviewed quotes to replace a rotted cross pipe on County Road 100 East between 500 North and 600 North. Two quotes were provided; commissioners approved the aluminized Type‑2 pipe from Depco at $16,912.50. Commissioners also approved a $4,500 guardrail/bridge repair for Bridge No. 14 (500 North) by Hoosier Bridge.
Highway staff requested authority to work with legal counsel and developers to amend road‑use agreements to stiffen fines for off‑route truck use and add additional roads to agreements so companies would be responsible for intersection‑to‑intersection repairs; commissioners granted permission to pursue amendments.
