Residents press commissioners on battery-storage moratorium, appointments and record-keeping

Dennis Laymon asked the board to impose a moratorium on battery storage and to form a committee including emergency management and fire officials to study battery storage and related contracts and permitting. Laymon said the committee should review experiences from other communities before an ordinance is drafted.
Catherine Smith delivered an extended legal notice during public comment, citing Black's Law Dictionary and the Indiana Constitution (she referenced Article 1 Section 1 and Article 2 Section 31) to argue that public money and contracts for economic development require constitutional authority. The board limited public-comment time to three minutes per speaker and allowed Mr. Smith's comments to conclude within that allotment.
Separately, the clerk and a resident raised a clerical error in the minutes related to appointments: paperwork had listed Daniel Shriver but the appointment was actually Daniel Barber. The board moved to correct the minutes and approved the correction after consulting with the county attorney.
Deb Bridal told commissioners she had not received signed minutes for planning-and-zoning and BZA proceedings and formally requested the signed records be provided.
Why it matters: public commenters asked for a formal, deliberative review of battery storage and data-center policies and for accurate official records; commissioners acknowledged the concerns, noted the request to form ordinance drafting participation, and corrected the appointment record as requested.
