Lake Havasu City Councilors on Tuesday voted unanimously to deny a $180,230 design‑build preconstruction services contract with Concord General Contracting for a proposed outdoor pool at the Aquatic Center, saying they wanted more vetting on procurement outreach, grant opportunities and final scope before committing design fees.
The item generated prolonged public testimony and an extended council discussion. Staff presented the proposed preconstruction scope and schedule; Concord representatives said the company would prepare design documents and then submit a guaranteed maximum price (GMP) for construction. Several council members and local contractors raised concerns that the original RFQ and addenda had confused some local bidders, that the solicitation and pre‑award outreach needed to be clarified, and that certain procurement steps had been interpreted inconsistently (including a reopened deadline after a DemandStar timing discrepancy).
Vice Mayor Michelle Lynn and other council members asked whether additional grant funding might be available; staff said the city will continue to pursue state and federal grant options (including an Arizona State Parks grant previously applied for) but that timing and award determinations remain uncertain. Council members also debated contract language on ownership of project documents and whether the city would be locked into a single contractor down‑stream; city attorneys and staff explained options at the GMP stage including independent cost estimating and the ability to decline a GMP.
After adjourning briefly for executive session to consult city attorneys, the council returned and voted 6‑0 to deny the preconstruction services contract and to revisit the project during upcoming budget discussions. Council directed staff to follow up on grant opportunities, refine procurement templates and pursue broader contractor outreach before resubmitting a solicitation.
