Jackson Deese presented the Tacky Committee's recommendations to the Finance & Administration Committee, saying the panel deliberated for four hours and recommended roughly 15–16 awardees from about 28 applications. Deese read the list of recommended recipients, which included Spokane Hoopfest Association, the Lilac Festival Association, the Spokane Chinese Association, Downtown Spokane Partnership, and several arts and cultural groups.
Deese said the committee's total award amount was in the mid-range of the $80,000–$95,000 figures discussed: he referenced an $86,000 total and a committee contingency of additional $1,000 per awardee for marketing in some cases. Council members asked about the award ceiling (responses identified a maximum of $10,000) and whether awards were based on need or impact; the committee said amounts varied by request and by demonstrated connection to hotel-bed nexus requirements in state law.
Council and committee members also discussed handling events that do not occur within the funded window. The committee proposed a three-month grace period and said applicants could reapply in the next funding window if they missed the extended deadline.
Staff said the recommendations and any related LTAC or PFD votes would be forwarded to the appropriate boards for final action.
