Council asked no substantive questions during the hearing, and the chair thanked Garner and her team before moving the meeting to the next agenda item. The presentation establishes the record that the plan completed the planning commission review and public-notice step; council will consider adoption at a subsequent meeting after any edits prompted by council or public comment.
