Oak Creek‑Franklin administrators presented bell‑time survey results and a proposed transportation plan at the Nov. 24 board meeting aimed at reducing late elementary drop‑offs and generating savings.
The superintendent explained the three‑tier dismissal system (high school → elementary → middle) and said insufficient time between tiers often causes elementary students to be dropped off 20–35 minutes late. Blaise (district transportation lead) and a Rightway representative described two scheduling options developed after community input; staff recommended changes that would add roughly 45 minutes between tiers so buses can complete runs on time.
The administration said implementing the recommended bell‑time and routing changes would allow the district to run more efficient, fuller routes and would eliminate about nine bus runs, producing estimated net savings of roughly $300,000 pending contract negotiation with Rightway. Board members asked about athletics (minutes required by DPI), safety for 4K students riding with older peers, and whether the district should issue a competitive RFP instead of renewing with Rightway; administrators said DPI minute requirements would still be met, 4K students would have assigned seating near the driver and that the district is negotiating but has not committed to rebidding.
Staff said the recommendation will come back as an action item at the next board meeting for a formal vote.
