At the Nov. 17 meeting, Amelia Brown, Demand Management Program Manager, updated the board on the Tampa Bay WaterWise conservation program and year‑end results.
Brown said the program aims to save nearly 4,000,000 gallons per day by 2030 and reported 2025 savings just above 331,000 GPD. She said program lifetime savings are about 1,000,000 GPD, achieved through installation of roughly 37,000 devices. Brown noted the program cost is about $0.74 per thousand gallons saved, a figure she contrasted with the higher per‑thousand cost of new supply development.
The program has expanded multifamily, commercial and HOA projects, launched a sprinkler‑system rebate pilot for homeowners and temporarily increased toilet rebates to $100–$200 to test whether higher incentives boost participation. Brown said multifamily projects typically generate the largest savings and that measured savings are persistent over time.
Board members praised the results and asked questions about program targeting and measurement timing; Brown said some savings are reported with a 6–12 month lag and that next year's results will include additional measured impacts from projects completed this year.
Next steps: staff will continue pilots, evaluate expanded rebate levels and refine targeting for multifamily and new‑construction opportunities.
