City staff updated the Redevelopment Commission on Nov. 20 that Muncie was awarded READY2 (REDI) funding and is pursuing multiple housing and redevelopment projects in the downtown core.
Jeff Howe said the city was "awarded, 6,750,000.00 in ready 2 funding to support the transport transformative development in the city's core, including the new downtown housing and the creation of the signature gateway experience." He said that when combined with "over 10,000,000 in city infrastructure investment," the funding will advance two major initiatives: a Central City housing project and a planned four‑story multi‑unit building that could add roughly 100 downtown homes.
Howe also reported the Muncie Mall agreement is finalized and that PAYGo environmental cleanup and interior demolition are underway; he said a building nearest McGarry should come down soon and that the redevelopment plan is being finalized. On a separate site (Colson property), the city has executed a lease that allows the tenant a testing period; the lease includes a provision making the lease void if the testing fails.
Howe said developer Horton submitted a plan for a 126‑home subdivision and that homes would range from roughly 1,275 to 2,600 square feet with expected prices near $300,000–$350,000. He also said planning near the Sportsplex is underway for a range of housing types that include some starter homes. Howe estimated that fully developed former tax‑exempt property could generate "probably somewhere in the neighborhood of 5 or 600000 dollars a year in property taxes." Commissioners asked staff to continue refining timelines and noted the competitive nature of grant programs at the state level.
The commission did not take formal action on these projects at the meeting but asked staff to continue negotiations with developers and to report back on anchors, timelines and funding matches.
