At the Nov. 17 board meeting, Adolfo Gonzalez, Pasco County's Utilities Engineering and Contract Management Director, outlined a county report showing rapid population and utility growth and described capital plans and PFAS work.
Gonzalez said Pasco's population has increased about 46% since 2010 and the county added roughly 6,000 new water meter connections in the past year. He described a large effort to inventory service lines—"we have over 43,000 unknown service lines"—and said staff have verified more than 13,000 of those through field work and plan to accelerate verification using a predictive modeling firm (Blue Conduit).
On capital and treatment, Gonzalez said the county's current five‑year capital program approaches $1 billion for water, wastewater and renewal‑replacement projects and that Pasco will seek bond financing for large wastewater plant expansions that rates cannot fully cover. He also told the board Pasco will invest nearly $20,000,000 in PFAS reduction projects at isolated wellheads over the next three years and will begin preliminary design this year.
Board members asked about financing strategies and reclaimed‑water storage; Pasco staff described grants, partnerships and potential bond plans and noted increases in per‑gallon construction costs for advanced treatment.
The county's presentation was received; staff said they will continue coordination with Tampa Bay Water and member governments.
